Infrastructure potential
Infrastructure potential characterizes conditions of establishing and operating business in any part of the region. Taking into consideration the huge area of The Krasnoyarsk Krai (3,000 km from the North to the South) the most important component of infrastructure is the regional transportation system.
The transportation system of The Krasnoyarsk Krai is one of its competitive advantages, the significance of which has increased due to the following factors: • alteration in the geopolitical position of Russia; • growth of the importance of the Northern Sea Route resulting from the loss of many Baltic sea and Black sea ports; • organization of transpolar air routes from South East Asia to North America.

The main competitive advantages of the Krasnoyarsk Krai include: • location on federal and international transportation routes (e. g. the Krasnoyarsk city is a large transportation center on the Trans-Siberian Railway); • the fact that a number of domestic and international air routes cross the Krasnoyarsk Krai; • availability of a large international airport in the Krasnoyarsk city; • founding of the cargo terminal in the Krasnoyarsk city.
The degree of development of the transportation system varies from one part of The Krasnoyarsk Krai to another:
- Central and southern parts of the region have better developed transportation system. On the south the Krasnoyarsk Krai is crossed by the Trans-Siberian Railway. The railway transport dominates 88 000 square kilometers (≈ 33,900 sq. miles) of the Krasnoyarsk Krai. Automobile roads were built along the railroads, and now they constitute an important part of the transportation system of the Krasnoyarsk Krai. However, most of the goods in the southern part of the Krasnoyarsk Krai are carried by major railroads, and minor railroads, automobile roads and waterways carry much less freight.
- the transportation system is much less developed in northern and eastern parts of the Krasnoyarsk Krai. There are no railroads and automobile roads that can operate all year round. The goods are carried by water transport through the Yenisei and Angara rivers as well as through minor rivers during the period of high water in the spring or by air transport.
Communication
The communications complex of the Krasnoyarsk Kraiconsists of: • companies that produce and sell communication facilities and computer equipment; • companies and organizations that render consulting, information services and services related to communications.
Nowadays the largest operators in the communications market are “Rostelecom” JSC, “Goldentelecom” JSC, “Electrosvyaz” JSC and operator of satellite communication “Iskra” JSC. “Rostelecom” JSC is an affiliate of a company that maintains communication systems of several regions of Russia and provides international communication services): • Carries out exploitation of objects of magisterial communication and telecommunication system of Krai, Khakas Republic, Tyva, Komi Pepublics, Arkhangelsk, Sverdlovsk and Tyumen regions of Russia. • Provide services of international and interurban electric communication.
In 2007 the total amount of communication services increased by 0,9 % and made 20 980,5 million rubles (communication services rendered to population increased by 8,3 % and made 11 751,6 million rubles).
There are 220 telecoms operators in the Krasnoyarsk Krai. By January 1st 2008 traditional telecoms operators connected 567,6 thousand main telephones. In comparison with 2007 this index has increased by 2,3 %. House telephones made 474,7 thousand units (increased by 2 % in comparison with 2006).
State monopoly in postal services industry is gradually transforming into private industry and replaced by companies which offer express-post services (DHL; TVS; UPS; TNT).
In the Krasnoyarsk Krai there is a ramified network of manufacture and distribution of the information. 862 mass media, 638 of them printed and 224 electronic, are registered in the territory.
The system of TV broadcasting is presented by federal, regional and local channels. Today 98 % of the population of the Krasnoyarsk Krai have an opportunity to watch broadcasts of 2 federal channels: “The First Channel” and “Russia”. For population of central parts of the region and large cities such TV channels as NTV, STS, “Ren-TV”, TNT, DTV, MTV etc. are also available.
The regional TV broadcasting in the Krai is presented by 3 TV companies operating outside The Krasnoyarsk Krai center. They are: the Krasnoyarsk state TV and radio broadcasting company, TVK and the state television channel “Yenisey-Region”. The regional broadcasting involves about 60 % of population but realization of the regional target program Development of a regional telecommunication network of the Krasnoyarsk Krai (system “Yenisey”) 2006—2008 will, it is hoped to increase this parameter up to 98 % by 2008.
The greatest concentration of mass-media is in Krasnoyarsk — 8 broadcasting companies, 14 radio stations, more than 20 politically oriented newspapers and a set of editions of entertaining character. Internet network is constantly developing in the region. Many federal and regional executive authorities, municipal formations and public organizations have sites in the international computer network. Also 4 large regional information agencies operate in the Krasnoyarsk Krai: “Newslab”, “Press-Line”, NIA and “Siberian news agency”.
There are more than 50 city and regional newspapers, 43 of which are parts of the general network of the editions introduced by the government. Today more than 40 local commercial and municipal broadcasting companies operate in cities and areas of the region.
The cable and satellite TV is being successfully developed last years in the Krasnoyarsk Krai. Many inhabitants of Northern territories and remote areas get satellite plates which enable them to pick up more than 40 telechannels. In the system of information service 6 firms are also registered which provide normative, legal, scientific and technical, economic and industrial information.
The Krasnoyarsk Krai ranks the 69th in the rating of infrastructure potential of Russian regions in 2007 (improvement on 9 items).
