Intellectually innovative potential characterizes availability of human, scientific and technical resources necessary for strategic social and economic development of the region, feasibility of setting up new production using advanced technologies, feasibility of commercialization of technologies.
Prospects for the development of the Krasnoyarsk Kraiare connected with expansion of operations of enterprises,producing science-intensive and high tech products such as space technology products, communications and navigations, materials and alloys with special qualities, materials for micro- and nanoelectronics and so on.
Intellectual potential of the Krasnoyarsk Krai is consolidated within Krasnoyarsk Scientific Center of Siberian Department of the Russian Academy of Science (KSC SD RAS), which comprises the leading scientists of all Krasnoyarsk universities and institutes.
KSC SD RAS deals with problems of development of science, technology and education, and employs more professors and scientists with advanced degrees than any other institution in the Krasnoyarsk Krai. Scientific research institutions of the Siberian Department of the Russian Academy of Science include Special Construction Technological Bureau “Nauka”, Krasnoyarsk Scientific Center and the following organizations: the Institute of the computing modeling; the Institute of Physics named by Kirensky L. V., the Institute of Forestry named by Lihachev V. N., the Institute of Biophysics; the Institute of Chemistry and Chemical Technology.
By January, 01, 2008 about 55 organizations were involved into scientific research and development. Scientific research and development expenses made 9 938,3 million rubles, including internal expenses — 4 692,2 million rubles (47,2 % of total expenses volume), external expenses — 5 246,1 million rubles (52,8 %). In 2007 the number of workers, involved into scientific research and development made 6 192 persons.

Public authorities search for new mechanisms to attract investments. The private-national close mutual fund of extra hazardous investments (Its function is to finance ”small business” enterprise in scientific and technical sphere) is carried out the creation to develop the innovative infrastructure of the region, development of the mechanism of collective investments.
The system of higher education comprises 13 educational institutions (Siberian Federal University, Siberian National Aerospace University named by academician Reshetnyov M. F., Krasnoyarsk National Trade-Economic University, Siberian National Technological University, etc.) totaling more than 130,6 thousand students, including 2 privately-owned institutions.
In 2006 on the basis of 4 Krasnoyarsk universities (Krasnoyarsk Statel University, Krasnoyarsk Technical University, Krasnoyarsk Architectural-Construction Academy, Krasnoyarsk University of Nonferrous metals and Gold) Siberian Federal University was founded in Krasnoyarsk. Realization of this project will allow to upgrade education and innovative activity in the region.
To realize civil rights to get available high-grade professional education, there is a project of realizing 150 professions and specialties in 79 educational institutions and its filiations in of the Krai.
The Krasnoyarsk Krai ranks the 3rd in the volume of shipped goods of innovative-active enterprises in the rating of Siberian Federal District regions. The Krasnoyarsk Krai ranked the 15th in the rating of innovative potential among the Russian regions in 2007 (improvement on 2 items).
