Institutional potential

Institutional potential reflects whether institutional infrastructure is sufficient for effective development of entrepreneurial activity. The state supervision body over the activity of the emitters, professional participants of securities market and their self-regulating organizations in the Krasnoyarsk Krai, the Republics of Tyva and Khakassia, the Taimyr (Dolgano-Nenetsk) and Evenkia autonomous districts, is the regional branch of the Federal service on financial markets in the Siberian Federal district (RB FSFM of Russia in SFB), where the territorial structural subdivision — the Department on maintenance activity of RB FSFM of Russia in SFB in the Krasnoyarsk Krai—is created.

In the Krasnoyarsk Krai are represented 10 companies operating as broker’s and dealer’s, including 5 commercial and 5 noncommercial banks, 2 securities registration companies, and 2 self-regulated organizations of professional securities market participants.
• Professional Association of securities registration companies, Transfer-agents and Depositaries — PARTAD;
• National Association of Share Market Participants — NASMAP.

Stock Exchanges

Krasnoyarsk stock exchange “Troika” was set up in 1991; 112 enterprises and organizations are shareholders; 250 companies have been credited in the Krasnoyarsk, Russia, and CIS countries.

The main areas of activities are:
— operations with spot goods and futures contracts in the following sections:
• petroleum and petroleum products;
• nonferrous and ferrous materials;
• products of coal industry;
• electric energy;
• products of agrocomplex and food processing;
• timber;
• machinery and equipment;
• building materials and constructions;
• consumer goods;
• contractual agreements and contracts;

— price quotation and price announcement in regional and other markets of Russia and the CIS, and also dynamics of the world prices for basic exchange goods;
— supplying subscribers with largest informational sources of CIS (legislative, economical, finance, investment, exchange information), comments, reviews, forecasts and information of Russian stock market and real estate operations.

Insurance market

There are 63 insurance companies in the Krasnoyarsk Krai. Insurance market of the Krasnoyarsk Krai presents all licensed types of insurance operations.

Bank system

The Krasnoyarsk Krai is notable for the advanced network determined by development and allocation of productive forces of the Krasnoyarsk Krai. By quantity of the credit organizations and branches of banks the bank system of Krasnoyarsk Krai occupies the 1st position in SFD. Bank organizations are mostly concentrated in industrial developed cities and districts of the Krasnoyarsk Krai (Krasnoyarsk, Norilsk and Kansk-Achinsk industrial districts).

Nowadays 87 bank organizations work in the Krasnoyarsk Krai, incl.: 8 banks registered in the Krasnoyarsk Krai, 41 branches of Russian Sberbank, and one branch of nonbanking crediting organization. The maximal sum of the debt funds of the legal and physical persons among the regions included in SFD is concentrated in bank organizations of the Krasnoyarsk Krai. Nowadays among the largest and reliable banks in the Krasnoyarsk Krai we can note Sberbank of the Russian Federation, branch of VTB in Krasnoyarsk, etc.

The main legislative organs are:
• Legislative Assembly of the Krasnoyarsk Krai;
• Krasnoyarsk City Council;
• Town councils of other towns of the Krasnoyarsk Krai.

The main executive organs are:
• The Government of the Krasnoyarsk Krai;
• Krasnoyarsk City Administration.

There is also a number of branches and departments of federal institutions. The most important of them are:
• Regional Business Unit of Federal service on financial markets in the Central-Siberian region;
• the Department of the representative of Ministry for economic development of the Russian Federation in Eastern-Siberian region;
• the Territorial body of the State Statistics Federal service in the Krasnoyarsk Krai;
• the Department of Federal state employment service in the Krasnoyarsk Krai;
• the Krasnoyarsk customs house (the Siberian customs Department);
• the Central-Siberian Chamber for Commerce;
• the Department of Federal service on supervision in sphere of nature exploration (Rosprirodnadzor) in the Krasnoyarsk Krai;
• Territorial agency on entrails exploration in the Krasnoyarsk Krai of the Department of the Interior.

The Krasnoyarsk Krai ranks the 16th in a rating of institutional potential of Russian regions in 2007.
